The name is slightly misleading. It does not mean no liquid at all. It means very little liquid, applied deliberately and pulled back out immediately, as opposed to soaking a seat and hoping it dries.
The fabric in a car sits on foam, and that foam sits on a steel frame with electrical connectors and seat motors underneath. Saturating it is genuinely damaging: the water goes down, does not come back up, and returns weeks later as a smell. So the method is built around control: the minimum solution needed, worked into the fibres, then vacuum extraction that takes the moisture and the dissolved soiling out together.
When you need it rather than an interior clean
Choose dry cleaning when the problem is inside the material.
