Harder because there is nothing left to conceal a poor result. Every mark on a bare wall, every stain on an uncovered floor and every crumb in an empty drawer is visible from the doorway.
That changes the standard. In an occupied home, a deep clean is judged on how much better it looks. In an empty one it is judged against handover condition, which is an absolute rather than a relative measure. Someone is going to walk through with a checklist, and either it passes or it does not.
